For a members only event like a panel discussion, you can charge non-members to attend. Tickets and corresponding prices can be set up in the event's settings in Glue Up (find more details on how-to in this article). 

Offering a ticketed event allows non-members to still attend an event of interest while still providing value to the members who have already paid to be able to attend member only events through their purchase of a membership.
