Yes, any current leader who is interested in staying on for another year must reapply. The application form for a returning leader is very brief and takes about a minute to fill out. There is no video portion for a returning leader. 

A returning leader can reapply using the standard application link here and they will be redirected accordingly when they indicate that they are a returning leader in the form.
